our goal

The Massachusetts Department of Elementary and Secondary Education’s (DESE) Office of Public School Monitoring (PSM), Office of Approved Special Education Schools (OASES) and the Problem Resolution System (PRS) office have hired our firm, BlackPrint Education Consulting, to seek feedback from the public on their updated monitoring procedures, linked below, governing Special Education throughout the Commonwealth of Massachusetts.

What Does Each Office Do?

Problem Resolution System

PRS addresses complaints that allege a public school, school district, educational collaborative, charter school, approved private special education school, or the Department is not meeting legal requirements related to special education.

PRS seeks general feedback from the public on the clarity of its written procedures:

Public School Monitoring

The Public School Monitoring (PSM) office monitors schools every three years to make sure they’re following the rules of special education and civil rights laws, respectively. They monitor all types of public schools, including charter schools and vocational schools.

PSM seeks the public’s feedback on:
How the Integrated Monitoring Review procedures can better include the voices from students and families from historically underserved groups and communities; whether the data gathering protocol includes data reflective of the experiences of students and families from historically underserved groups and communities; and, if not, how can that be improved.

OASES

The Office of Approved Special Education Schools (OASES) monitors state-approved private special-education schools and programs every three years to make sure they are following specific state and federal laws and regulations regarding special education and civil rights.
